The animator are from a company that make games on flash and java, not sure if u know a game called d0fus ? Also, the same company has made a serie on flash with some special effects.
Sure not all is 100% flash, but those artist has work years on flash

See, there were lots of things here that were either tweened, or were pieces being moved around by hand, used amongst frame-by-frame, and it looked fucking incredible. This is what modern animation should be. Utilising these advances in technology to make things look nicer, rather than as corner-cutting devices. A lot of the time, a consistent image tweened looks better than an image redrawn. That solidity has it's own set of aesthetics which are really nice when used right.
Having said that, this trailer had a lot of traditional animation in it, and it was done very, very well. And if it didn't have it, the tweens and the cutouts wouldn't have been able to hold it together. I'm fairly sure that even if someone is predominantly a tween animator, they still need to learn the old stuff and understand all the principles of traditional animation.
It's a rare thing, but so so satisfying when you find tweened or tween-fbf-hybrid animations by people who really know how to animate. And I reaaly, really hope that it becomes more common.

At least some of the background art is done in Flash. This guy has drawn some Wakfu backgrounds and says he uses Flash:

But yeah, that trailer puts to shame practically all t.v. animation. The studio needs to make an animated series with this level of detail and talent!

maybe i didn't get into it enough, but i played some of it at GDC a year ago and it did not interest me very much. maybe i'm just nostalgic for Final fantasy tactics, who knows. and thanks for the vote buddy
